Flyhalf is an enormously important position in D2 college.
While at higher divisions teams can find a variety of ways to have their decison-maker be involved (combined 10-15, run attack through 9, use a five-eighth system, or work the forward pods more aggressively), generally in D2 you need your most-skilled and best decision-maker in a #10 jersey.
So a lot of players as flyhalf show up in this list. In fact, we have 16 and we'd normally expect somewhere around 10. Flyhalf is the position that has the most players relative to expectations. The lowest, by the way, is wing.
