There is just not enough data at the moment to move anyone. The next few weeks will see more teams do more in DIA and DIAA, and thanks to that we'll start to see movement.
Several teams finished their season in the fall and will concentrate on 7s this spring. We'll unveil a complete 7s rankings soon enough, but we're ranking on 1st-team performance in 15s now. The performances from the fall count, but major result this spring will have a huge effect on the rankings.
