While objectively the argument that USA Rugby's dues request is not unreasonable, given that other sports charge more, that's not going to be good enough for a number of organizations.

We counted 21 USA Rugby membership organizations (leagues, clubs, state organizations, and referee societies) that USA Rugby owed money to when it filed for bankruptcy. Some of those organizations were owed a couple of hundred dollars (although that's still money they were owed), while others were owed thousands
The Southwest Conference was left being owed $4,000. The Rio Grande RFU 4,500. This doesn't even cover the thousands owed to each member of the USA Men's 7s team for unpaid bonuses. These players aren't getting paid a lot, and many lower-level players (whose pay is even lower-level), are owed $1,500, $2,500, and in a couple of cases, $4,500.
And that also doesn't count the almost $18,000 owed Rugby Athletic, a small business in Minnesota that makes and sells rugby gear, or the 31,000 owed Rugby Canada (embarrassing).
In the light of all those embarrassing or problematic issues, coming to the membership asking for a $2 million or more budget for the national team, saying that's the bare minimum, is almost guaranteed to get pusback.
And there has been pushback.
