You're going to see a trend in the toughest-schedule list - programs in well-regarded conferences who make it deep into the playoffs do pretty well.

So Penn State was in Rugby East with Kutztown, Army, Wheeling Jesuit, Iona, Buffalo, Saint Bonaventure, and West Virginia. They augmented that with some extra games against Navy and Indiana, as well as the Toronto Nomads.
